Decided to start pulling the head off to replace the head gasket, pulled the intercooler off and both throttle body and turbo sides had oil in the hoses. Could that be anything other than the turbo?

Possibly excessive oil is being sent out the PCV which is drawn back into the turbo inlet with the help of vacuum.

There was a small puddle in the throttle body and turbo hose. Do you think that could cause that much? Also noticed a lot of oil all around the turbo and the wastegate acuator is loose because the bolts have come undone and dropped out.
